Integrity, objectivity, honesty, and accountability are core ethical values in the operations of the public companies that make up the Public Business Corporation of Navarre.
For this reason, since 2018, all public companies of the Government of Navarra have had a Code of Ethics and Conduct, which represents the formal expression of our values, principles, and guidelines for ethical conduct. It has regulatory status within our organizations, and thus serves as the general framework and guide that we must apply in the performance of each of our duties to ensure ethical and responsible behavior.
All employees and civil servants providing special services for the public companies of the Government of Navarre must, in the performance of all their activities, be guided by the ethical values set forth in this Code and ensure compliance with ethical principles through the application of the established guidelines for conduct.
The Code applies to all members of the public companies of the Government of Navarre, regardless of their hierarchical position. Therefore, it applies to the entire workforce, including both permanent and temporary employees, management, and members of the Boards of Directors.

CEIN’s Criminal Risk Map and Appointment of the Crime Prevention Officer

The company’s compliance efforts are rounded out by the development of a CEIN Criminal Risk Map—which identifies the areas and actions that could lead to criminal charges for those who engage in them—and by the appointment of a person responsible for crime prevention within the company.

In conjunction with the adoption of the Code of Ethics and Conduct in 2018, an Ethics Hotline was established to report practices, behaviors, actions, or omissions with criminal implications exclusively for the legal entity.
In 2023, following the entry into force ofLaw 2/2023, which regulates the protection of individuals who report regulatory violations and combats corruption, the aforementioned Ethics Hotline was replaced by an Information Hotline, which can be used by both employees of Navarre’s public companies and any external individual. The main objective is to assist us in the early detection of potential adverse circumstances, irregularities, or misconduct within the Corporation, to investigate them confidentially, and to initiate the appropriate proceedings.
