Right of Access to Public Information
The right of access to public information is the right of any person or legal entity—whether acting individually and in their own name, or on behalf of and in the name of legally constituted organizations to which they belong or which represent them—to access public information, subject only to the limitations set forth in the law and without the need to justify their request.
Public information is defined as any content or document, regardless of its format or medium, held by entities subject toRegional Law 5/2018 of May 17 on Transparency, Access to Public Information, and Good Governance, and which has been created or acquired in the course of their duties.
Access to information will generally be free of charge, and it will be made available in the requested form or format, whenever possible.
Pursuant to Article 4 of the Regional Transparency Act, public information is:
Such information, regardless of its medium or form of expression, generated by the public administrations covered by this regional law or held by them.
Information is also considered public if its authorship or ownership is attributed to other entities or individuals that provide public services or exercise administrative powers or public functions, provided that it was generated or obtained in the course of a public activity.
Much of this information is already available on this website and on the Open Government Portal. If you cannot find it, you canask for help locating it and/or submit a request for access to public information.
The right of access to public information is not universal and is subject to the limitations set forth in Article 14 ofLaw 19/2013 of December 9 on Transparency, Access to Public Information, and Good Governance, and Article 31 ofRegional Law 5/2018 of May 17 on Transparency, Access to Public Information, and Good Governance.
The body responsible for deciding on requests for access to public information is the managing director or other company officials who have the authority to act on behalf of the company.
As a general rule, requests for public information must be answered within one month of the date of entry in the relevant registry.
This deadline may be extended by an additional month if the volume and complexity of the information are such that it is impossible to issue the decision within the aforementioned timeframe. In such cases, the applicant must be notified, within a maximum of ten days, of the reasons justifying the issuance of the decision within that extended timeframe.
The right of access is subject to certain limitations, as set forth in Article 31 of Regional Law 5/2018 of May 17 on Transparency, Access to Public Information, and Good Governance, when it would cause harm to:
- Public safety.
- The assurance of confidentiality or secrecy required in decision-making processes.
- The prevention, investigation, and punishment of criminal, administrative, or disciplinary offenses.
- Equality of the parties in legal proceedings and effective judicial protection.
- Administrative functions related to oversight, inspection, and control.
- Legitimate economic and commercial interests, without prejudice to the publication of agreements, contracts, and other administrative acts in accordance with this regional law.
- Professional confidentiality and intellectual and industrial property.
- Environmental protection.
- Information designated as confidential or protected by statutory regulations.
The application of these restrictions shall, in any case, be proportionate to their purpose and the objective of protection they serve, and must be interpreted in a restrictive and justified manner.
These restrictions will apply only for the period of time specified by law or for as long as the grounds justifying them remain in effect.
Applications that meet the following criteria will be rejected by means of a reasoned decision:
- They refer to information that the law excludes from the right of access.
- They refer to information that is not in the possession of the entity to which they are addressed, and the competent authority is unknown.
- These may include requests for responses to legal inquiries or requests for the preparation of reports or opinions.
- They are considered abusive because they are manifestly unreasonable, repetitive, or involve an excessive abuse of rights.
- Please refer to the documentation high school, material currently being prepared, or incomplete documents or data that are not part of the administrative record.
- Pending: Those that are still being processed internally and for which no decision, report, or approval has been issued.
- In this case, the competent authority must inform the applicant of the estimated time required to complete the process.

- Notes, drafts, opinions, summaries for internal use, or internal communications that lack public relevance or public interest.
- The following are not considered as such: legal, technical, economic, and other reports that form part of the case file or are related to decisions and other administrative acts.
- refer to information that requires prior processing before it can be disclosed .
- Information obtained through standard computer processing, or the act of compiling information scattered across various existing documents, is not considered to be a reworking.

In order to ensure citizens’ right to public information, CEIN has designated a Public Information Unit (URIP) responsible for fulfilling the obligations established in Regional Law 5/2018 in a timely and proper manner. According to Article 106 of Regional Law 14/2007 of April 4 on the Heritage of Navarre, “Public companies shall be governed by private law, without prejudice to the specific provisions set forth in this Regional Law and in the applicable administrative regulations regarding budgetary, accounting, financial control, and procurement matters.”
CEIN is covered by the Collective Bargaining Agreement for the Office and Administrative Sector in Navarre.
Jobs at CEIN are classified in accordance with the professional groups established in the Office and Business Agreement, as follows:
- Professional Group 1. Employees in this group have direct responsibility for managing one or more functional areas of the company or perform highly complex and specialized technical tasks. They make decisions or participate in the decision-making process, as well as in setting specific objectives. They perform their duties with a high degree of autonomy, initiative, and responsibility.
Education: Bachelor’s degree or equivalent qualifications recognized by the company and/or proven experience in the relevant professional field.
- Professional Group 2. These are professionals with a high degree of autonomy, initiative, and responsibility who perform complex technical tasks with defined overall objectives or that involve a high degree of intellectual work or interpersonal interaction. This group also includes those directly responsible for integrating, coordinating, and supervising the work performed by a team of colleagues within the same functional area.
Education: A bachelor’s degree or equivalent qualifications recognized by the company, supplemented by extensive experience in the relevant professional field. Candidates with advanced degrees may be considered for positions in the “Entry-Level Professionals” category.
- Professional Group 3. This group includes employees who, with or without supervisory responsibilities, perform tasks involving a moderate level of intellectual activity and interpersonal interaction, within a framework of instructions of moderate technical complexity and with a degree of autonomy within the process. They perform duties that involve the integration, coordination, and supervision of similar tasks carried out by a group of employees at a lower organizational level.
Education: Intermediate vocational degree, second-level technical specialist certification, and/or extensive on-the-job experience.
- Professional Group 4 (Formerly Senior Officer 1). Personnel who perform tasks independently that typically require initiative and judgment on the part of those responsible for their execution, entailing, under supervision, their own responsibility, including supervisory authority.
Education: High school diploma, BUP, or equivalent; or specialized technical training (Level 3 modules), supplemented by on-the-job training; or, failing that, knowledge acquired through professional experience.
- Job Group 5. Tasks performed under the direction of supervisors or more highly qualified professionals within each company’s organizational structure, typically with supervision but also exercising independent initiative, either based on professional expertise or following a period of training.
Education: High school diploma, BUP, and technical assistants with knowledge acquired through professional experience (Level 2 modules); individuals without a formal degree who have received on-the-job training or acquired knowledge through professional experience.
- Job Group 6. Tasks performed with a high degree of supervision, clearly defined, and with specific instructions. These tasks may primarily require physical effort, with little training or only very basic knowledge, and may occasionally require a short adjustment period.
Education: Basic compulsory education and, in some cases, introductory training for office tasks. Compulsory secondary education (ESO) or a Level 2 vocational certificate and/or knowledge acquired through professional experience.

Organic Law 53/84 of December 26, on Conflicts of Interest for Public Sector Employees, provides as follows:
There is no conflict of interest regarding the pursuit of private activities, provided that such activities do not prevent or impair the strict fulfillment of their duties or compromise their impartiality or independence. As a general rule, SSPP staff may not hold a second job involving a position or activity in the public sector, except in the following cases:
- Teaching duties
- Healthcare functions
In order to perform the second activity, prior and express authorization of compatibility will be required; this authorization will not entail any change in the workweek or schedule for either position and is contingent upon strict compliance with the terms of both. In any case, authorization of compatibility will be granted in the public interest.
CEIN has not issued any compatibility certification.
