The Government of Navarre has unveiled the new campaign for Ruta 31, the entrepreneurship support and guidance service funded by the Navarre Employment Service (SNE-Nafar Lansare). SNE-NL Managing Director Esther Fernández Razquin and Uxue Itoiz, Managing Director of the public entity European Center for Business and Innovation of Navarre (CEIN), presented the new campaign under the slogan “Your Talent, Your Business.”

A campaign that invites people to reflect on the entrepreneurial potential that lies within many individuals who have accumulated years of professional experience, specialized knowledge, or a proven track record in various sectors. The initiative is aimed particularly at those who are considering embarking on a new career path, launching their own project, or turning an opportunity they’ve identified throughout their career into a viable business.

Razquin encouraged people with business ideas to visit Ruta 31: “CEIN will support them in designing a viable business, preventing failure, and ensuring its long-term viability once it is established.” “Our goal is for entrepreneurs to launch their businesses in the best possible way, with growth potential, thereby generating wealth and jobs for our community,” he added.

For his part, Itoiz emphasized that “Ruta 31 allows people with a business idea to get it off the ground with the guidance and confidence that comes from having CEIN’s team of experts behind them.” “At CEIN, we cover the entire spectrum of entrepreneurship, from the most technology-driven ventures to those in more traditional sectors, but we always strive to ensure that these are businesses that contribute to society and offer unique value,” he concluded.
From 2022 through July 31, 2026, Ruta 31 has supported 1,843 projects and contributed to the creation of 415 companies, which have generated 505 jobs.

Your Talent, Your Business

The campaign highlights the experiences of four people who have participated in the “ Ruta 31 ” program and who now have their own businesses up and running. The presentation took place at one of those establishments, called Pattas, a pioneering center for holistic wellness for dogs and cats run by María Fernández.

Another participant was Enrique Millán, co-founder of Adapting Algebraic Tech, a consulting firm that integrates artificial intelligence and applied mathematics to generate scalable predictive models. Third, a psychologist specializing in supporting young people and adults experiencing stress, anxiety, and mood disorders, Paola Urdaci. The final participant was Augusto Vargas, a biochemist with a Ph.D. in Health Sciences who founded First Assay, a startup that aims to help companies needing to evaluate compounds, ingredients, or formulations but lacking their own biological infrastructure.

A service that supports you every step of the way

Ruta 31 It offers free guidance for people who want to explore a business idea or move forward with starting a business. Through a structured program, participants can analyze opportunities, test their value proposition, validate market interest, assess the financial viability of their project, and learn the key factors needed to make informed decisions.

The program combines group sessions, specialized resources, and personalized guidance so that each participant can move forward with developing their initiative with professional support. One of the distinguishing features of “ Ruta 31 ” is that the support does not end once the entrepreneur has incorporated their company. After the business is launched, CEIN offers a follow-up phase designed to help consolidate the project during its first months of operation—a particularly critical period for any new company.

This support includes intensive group training and individualized mentoring focused on addressing the initial challenges in management, sales, growth, and financial organization. In addition, companies can access the ecosystem of advanced services and available financing opportunities, with expert support to evaluate decisions, identify opportunities, and tackle the common challenges of this stage. The goal is to promote the survival, commercial launch, and sustainable growth of new businesses, reinforcing CEIN’s commitment to entrepreneurs beyond the company’s incorporation.

The Navarra Entrepreneurship Network and Other Resources for Entrepreneurship

Ruta 31 CEIN’s program is part of the support provided to entrepreneurs through the Navarra Emprende Network, coordinated by the SNE-NL, to which this agency allocates approximately one million euros, with the aim of making advisory and training services for entrepreneurship accessible throughout Navarre. So far in 2026, this professional network has assisted 1,815 people, 52% of whom are women. Nearly 25% will go on to start their own businesses.

If they are unemployed, they are also eligible for grants. The SNE-NL has increased its budget by nearly 12% compared to 2025, to 3.35 million euros, for those who register under the RETA Social Security system, and there is also financial assistance available for establishing cooperatives and micro-cooperatives. As a new development, in 2026, enhanced financial assistance was launched for self-employed individuals hiring their first employee, with the aim of contributing to the consolidation and growth of these businesses.
