The Pamplona City Council Signs an Agreement with the Government of Navarre and CEIN to Promote Entrepreneurship and Business Creation
A total of 230,000 euros will be allocated throughout 2026 to fund various training and promotional activities for the business community.
The Pamplona City Council, the Government of Navarre, and the public entity European Center for Business and Innovation of Navarre (CEIN) have signed a collaboration agreement to continue promoting entrepreneurship, the creation of new businesses, and the strengthening of Navarre’s business community throughout 2026. The agreement, which is annual in nature, was signed by Mayor Joseba Asiron Saez; Mikel Irujo Amezaga, Minister of Industry and Ecological and Digital Business Transition; and CEIN Managing Director Uxue Itoiz Mariñelarena.
The agreement provides for a joint investment of 230,378 euros, funded equally by the City Council and the Department of Industry and Ecological and Digital Transition for Business of the Government of Navarre. Specifically, the City Council will contribute 115,000 euros and the regional government, 115,378 euros. This collaboration will help consolidate a network of services and programs aimed at both individuals who want to launch a business venture and companies and businesses seeking to grow, improve their competitiveness, or tackle new challenges.
Among the initiatives included in the agreement, the Iruña Ekintzaile - Pamplona Emprende program stands out—an initiative aimed at promoting and strengthening commerce in the capital of Navarre. The program has already begun its activities, and nearly fifty businesses in the city are now receiving specialized mentoring tailored to their specific needs, which will help them become more competitive. In addition, practical and specialized workshops are scheduled to be launched during the last quarter of the year, focusing on the topics and issues that the city’s businesses need most.
CEIN will also continue to provide specialized support to entrepreneurs referred by the Pamplona City Council, offering guidance and advice to help them develop their business projects. Through funding from the Government of Navarre, the agreement will also enable the implementation of various initiatives aimed at the entire region. These include initiatives to raise awareness and promote entrepreneurship in vocational training centers and universities, programs for research staff, initiatives to promote women’s entrepreneurship and the development of leadership skills among women, as well as the preparation of the Global Entrepreneurship Monitor (GEM) study, the leading international reference for the analysis of entrepreneurial activity.
The agreement also provides for the provision of workspaces and meeting rooms for the companies and projects housed in the business incubators managed by CEIN.
With this renewal, the Pamplona City Council, the Government of Navarre, and CEIN are strengthening a partnership that has been consolidated over the years, which aims to continue supporting entrepreneurs and businesses at the various stages of their development, thereby promoting job creation, wealth generation, and the region’s economic vitality.
